I think there's a painful level of that in the show, too. I don't know if it's an execs-meddling-and-requiring-more-action/sleaze thing or writers-trying-to-please-everyone thing, but I feel like the show wants to be thinky while trying to deliver the naked!Eliza part, too. And it...kinda doesn't work out so well.
I remember reading a review that said an issue with SCC that could explain its tiny, tiny viewership is that it was often too fight scene-oriented to interest the viewers who wanted something intellectual and meaningful, and too plot-twisty, slow-paced, and character-driven for people who wanted an action/adventure show. I really believe the same could be said of Dollhouse, if you threw "sexy hot chicks" into the mix. (I mean, for me SCC > Dollhouse as it is, but I do think they're pretty comparable in that regard.)
