His treatment of Angel has been pretty appalling, but since he's asked for and received the rights to the character back from IDW, surely he plans to somehow redeem him? I mean, he's spent eight years on this guy - three on Buffy and then his own show for five more years. Why would Joss just throw out all that character building? I think he's given himself a hell of a job to do - redeeming his hero, but I'm reserving judgment until I see what he does with him.
